The AusAID funded BAPEDAL Regional II Institutional Strengthening Project based in Bali is assisting and advising BAPEDAL, the Environmental Protection Agency of Indonesia, and in particular BAPEDALDA Bali, NTB and NTT with many projects.

One of the areas in which they are working together is in pollution control.  An interesting and very successful project in Bali at present is in recycling and composting of solid waste in cooperation with Asri Karya, a  community group concerned about their environment.

BAPEDAL was approached by Asri Karya, a group of about 70 pig farmers who had an idea to contract hotels and then use their wet organic waste, usually kitchen waste and food scraps, to feed their pigs. The farmers live close by the Suwung rubbish dump - a very large and smelly place. The farmers thought that their plans would also help reduce the amount of rubbish in the rubbish dump along with the sights and smells that go with it.

They approached BAPEDAL, Pollution Control Division, with their ideas. BAPEDAL looked at the ideas and agreed to assist the farmers. A project proposal was put together requiring considerable assistance from BAPEDAL in areas such as land registration, government and municipality licences.

The next step involved finding a plot of land to take the collected waste to. BAPEDAL designed a shelter and storage area for the project.

BAPEDAL took some of the farmers to Yayasan Dian Desa in Yogyakarta. This NGO is very experienced with composting waste and recycling waste. Rubbish is collected and brought to the waste treatment site.

Asri Karya obtained contracts with three medium sized hotels for collecting all their garbage. These contracts were facilitated by BAPEDAL.

These three contracts do not provide enough rubbish which means that only about 12 people are in full time employment with the activity. They begin work at 3 o'clock in the morning collecting the rubbish from the hotels. They use a small truck of their own plus one larger truck lent to them by the municipality. They work until around 10 o'clock each morning. The waste is taken to the shelter for treatment.

The waste is separated into organic and non-organic waste. Organic waste is further divided into wet and dry-organic waste. Wet waste is fed to the 60 pigs belonging to the Asri Karya farmers. The waste is sorted.

The dry-organic waste is composted into humus which is packed and sold for use in gardens and for pot plants.

Non-organic waste such as bottles, cardboard , plastics and paper are separated and sold to traders for cash. Asri Karya is now generating income and the level of assistance from BAPEDAL and the AusAID funded BAPEDAL Regional Denpasar Institutional Strengthening Project is now minimal.

While BAPEDAL and AusAID are on the look-out for more community groups to implement similar projects, Asri Karya have the community support and the motivation to increase capacity. They are currently looking for more hotel contracts as well as looking for other sources of dry-organic waste such as parks and gardens. A shredder for plastic bottles, for example, could increase capacity and generate more income for this enterprising and environmentally conscious group from South Bali.

Proyek Penguatan Institusi BAPEDAL Wilayah II (BAPEDAL Regional II Institutional Strengthening Project): Pembuangan Limbah dan Lingkungan

Proyek Penguatan Institusi Bapedal Wilayah II di Bali yang didanai AusAID ini membantu dan memberi nasehat kepada BAPEDAL, Badan Perlindungan Lingkungan Indonesia, dan khususnya BAPEDALDA Bali, NTB dan NTT melalui banyak proyek.

Salah satu bidang yang dikerjakan bersama adalah pengawasan polusi. Satu proyek menarik dan sangat berhasil di Bali saat ini adalah pendauran ulang dan pengkomposan limbah padat bekerjasama dengan Asri Karya, kelompok masyarakat yang peduli dengan lingkungan mereka.

BAPEDAL telah dihubungi oleh Asri Karya, kelompok yang terdiri dari 70 peternak babi yang mempunyai gagasan untuk menghubungi hotel dan kemudian memanfaatkan limbah organik basah dari hotel-hotel tersebut, biasanya limbah dapur dan sisa-sisa makanan, untuk pakan ternak babi mereka. Peternak tersebut tinggal di dekat pembuangan sampah di Suwung - tempat yang sangat luas dan bau. Peternak tersebut berpendapat bahwa rencana mereka juga akan bisa membantu mengurangi jumlah sampah ditempat pembuangan sampah termasuk pemandangan dan bau yang tidak enak tersebut.

Para peternak tersebut menghubungi BAPEDAL khususnya Divisi Pengawasan Polusi, dan memberikan gagasan mereka. BAPEDAL melihat gagasan tersebut dan setuju untuk membantu peternak itu. Kemudian dibuatlah satu proposal proyek yang meminta bantuan yang cukup banyak dari BAPEDAL dalam bidang-bidang seperti pencatatan tanah, surat ijin dari pemerintah dan kota madya.

Langkah selanjutnya melibatkan pencarian sepetak lahan untuk menempatkan limbah yang dikumpulkan. BAPEDAL merancang tempat penampungan untuk proyek tersebut. BAPEDAL mengajak beberapa peternak ke Yayasan Dian Desa di Yogyakarta. LSM ini sangat berpengalaman dalam hal mengkompos limbah dan mendaur ulang limbah.

Asri Karya memperoleh kontrak dengan tiga hotel kelas menengah untuk mengambil semua sampah mereka. Kontrak ini difasilitasi oleh BAPEDAL.

Tiga kontrak ini tidak memberikan sampah yang cukup yang berarti bahwa hanya sekitar 12 orang yang bekerja penuh waktu untuk kegiatan ini. Mereka mulai kerja pukul 3 pagi mengumpulkan sampah dari hotel. Mereka menggunakan truk kecil milik mereka ditambah satu truk besar yang dipinjamkan oleh kota madya. Mereka bekerja sampai sekitar pukul 10 setiap pagi. Sampah tersebut diangkut ke penampungan untuk diolah. Sampah tersebut dipisahkan menjadi limbah organik dan non-organik. Limbah organik kemudian dipisahkan lagi menjadi limbah organik basah dan limbah organik kering. Limbah basah dijadikan pakan untuk 60 ekor babi milik peternak Asri Karya.

Limbah organik kering dikompos menjadi humus yang dibungkus dan dijual untuk penggunaan kebun dan tanaman dalam pot.

Limbah non-organik seperti botol, karton, plastik dan kertas dipisahkan dan dijual ke pedagang untuk mendapatkan uang. Asri Karya sekarang menghasilkan pendapatan dan tingkat bantuan dari BAPEDAL dan proyek AusAID BAPEDAL Regional Denpasar Institutional Strengthening menjadi minim.

Sementara BAPEDAL dan AusAID sedang mencari lebih banyak kelompok masyarakat untuk menerapkan proyek yang sama, Asri Karya mendapatkan dukungan masyarakat dan motivasi untuk meningkatkan kapasitasnya. Saat ini Asri Karya sedang mencari sumber-sumber lain untuk mendapatkan limbah organik kering seperti taman-taman dan kebun. Mesin pencacah botol plastik, misalnya, bisa meningkatkan kapasitas dan menghasilkan lebih banyak pendapatan untuk usaha dan kelompok yang sadar lingkungan dari Bali selatan ini.
