Australian Embassy through DAP helps Alasangker

Do you have clean water at your house?
Many people in Indonesia do of course, especially in big cities and towns but this is not always the case. In rural areas the availability of clean water is often poor. The Australian Embassy in Jakarta through DAP has assisted the village of Alasangker, Bali to make their dream of a clean water supply possible.

On December 30^th 2001, KGRE went to the northern Bali village of Alasangker, about 15 km from Singaraja. The community of Alasangker were conducting a ceremony to celebrate the arrival of clean water in their village. Clean water for over 500 families. Hundreds of people were there in traditional costume and very excited about the ceremony about to happen. It was definitely the highlight for 2001 in this village.

There were many children waiting eagerly to see who had won the drawing and painting competitions. The theme for those competitions was naturally about the newly installed water supply. What great pieces of art they were too. KGRE hopes the winners enjoy their KGRE T-shirts and the other prizes.

Here are the three WINNERS of the Alasangker Painting Competition in Bali, Indonesia. Great work boys!

Clean water for Alasangker village was formerly taken from a nearby river but it was not suitable for use by the villagers. The new water supply system draws water from a natural water spring close by that same river. It is then piped to the village for distribution to houses and people. The village committee will develop a contribution system for maintenance of the tanks and pipes. Villagers are eager to maintain their new water supply in the best condition possible and are more than happy to pay for it.

The community of Alasangker did the work and the Australian Embassy, through DAP, funded the project. DAP stands for Direct Aid Program and it is a flexible, small-grants scheme for development activities. It is managed by the Head of Australian Missions in 45 posts, funding projects in 68 countries. The goal of DAP is to address humanitarian hardship. DAP provided much of the funding for the construction of the huge water tank and extensive pipe system for the village of Alasangker. Villagers also contributed substantial funds to the project through donations.

Robby Lichternburg is just one of the people who made this project possible and Robby sent this note to KGRE.

'I was born in Malang - East Java but now I live in Bali. If you don't help somebody nobody will help you. If you plant apples you will get apples. That's why I go to the village of Alasangker and I help the people to solve the fresh water problem. The fresh water problem is a problem since fifty years before to this village. But from now with the help of the Australian Embassy in Jakarta we can get the fresh water and our people in Alasangker. Thanks to the Australian Government and to the Australian Embassy in Jakarta and I hope next time we will have a chance to help the Australian people where ever they are and please, you are always welcome to our village of Alasangker. Please see what your government, what your people, have done for our village'.

As we always say on KGRE: 'Good Friends Make Good Neighbors'

Komang Kanti Kumara is one of the hard-working organizers of this project in Alasangker

'So this project was conducted by the community with spirit and effort. However, since the majority of the people in Alas Angker village is in lower economic condition, the realisation of the project was done by borrowing money from LPD (village institution for getting credit) and also from some people who were willing to lend their money to help this project. That money was eventually paid back by the community by paying in installments every month. Some paid a thousand rupiah a month, some others paid two thousand or ten thousand rupiah. So the money collected was 7 million rupiah from LPD and 2 million rupiah from the people who lent their money. The sum was not enough to really build the clean water source. That was why we, from the committee tried to look for assistance from others and in this case the Australian Embassy has helped us a lot with the money around 28 million rupiah. Getting the money from the Embassy was helped by Bapak Robby from Baturiti. Because we are less educated people, without him we would not know how to get the money. The community is really grateful that there are other people who care about their problem particularly the people in Alas Angker village.

So this clean water project has cost 28 million plus money for installing pipes which we got from non-budgeted funds which was also looked for by Bapak Robby to the sum of 7 million and from community self-effort to the sum of 9 million rupiah. The project started when we received funding from the Embassy which was one and a half month ago which was in November.

In November we received the money and then we started the project. We all worked together to finish the building as scheduled and as expected by donors. We wanted to prove that the money given was really for the benefit of the community as written in the proposal that we sent to them. That was why every three days we got people working together and enthusiasm from community was also great, many of them worked for full day to finish the building of the reservoir. And I am so very happy today, Sunday, 30 December 2001 that the building is finished and officially inaugurated by representative from the Australian Embassy which is represented by Radio Kang Guru and there are also people from committee and donor and some government official who attend this ceremony'.

Estimated Total Aid: $121.5 million for 2001-02

The objective of the Australia-Indonesia development cooperation program over the period 2001 to 2003 is to contribute to poverty reduction, sustainable economic recovery and democratization in Indonesia. This objective recognises the complex nature of development in Indonesia during a period of reform and transition. A key element of this reform process is the decentralization of the nation's political and administrative system. To achieve sustainable poverty reduction outcomes in a decentralized environment it is necessary to address both the direct and indirect determinants of poverty (lack of access to basic services, unsustainable livelihoods, community conflict) as well as governance issues (eg. skills shortages, poor policies, weak institutions) that are essential to ensure sustainable economic growth. In 2001-02, two major initiatives to promote improved governance will commence. A Legal Reform Program will assist legal institutions to improve their effectiveness, transparency and accountability. The program will provide training and capacity building assistance for judicial and supervisory institutions and legal NGOs. The second phase of the Technical Assistance Management Facility will mobilize short-term targeted technical and training assistance to support economic and financial reforms in the public sector. Meeting basic needs such as access to health care and water and sanitation facilities remains a major challenge in Indonesia and a priority for the aid program. New activities in health to commence implementation in 2001-02 will help strengthen HIV/AIDS and STD prevention and care, and improve maternal and neonatal health and planning services. Support will also be provided for decentralizing health services to District Administrations and improving the operation and maintenance of rural water supply and sanitation systems.

In the education sector, Australia will expand activities in the area of basic education with a significant primary education assistance project that will increase the quality of learning and teaching. Short-term training to Indonesian government and non-government agencies in areas ranging from community development to good governance also remains a priority, as does tertiary training through Australian Development Scholarships.

Apakah Anda punya air bersih di rumah? Sebagian besar orang di Indonesia tentu saja punya, khususnya di kota-kota besar dan kecil, akan tetapi masalahnya tidak selalu pada kota besar atau kota kecil. Di wilayah pedesaan ketersediaan air bersih seringkali buruk. Kedutaan Australia di Jakarta melalui Direct Aid Program (DAP) telah membantu desa Alasangker, Bali sehingga impian mereka akan pengadaan air bersih terwujud.

Pada tanggal 30 Desember 2001, KGRE pergi ke desa Alasangker di Bali bagian utara, sekitar 15 km dari Singaraja. Masyarakat Alasangker sedang mengadakan upacara untuk merayakan datangnya air bersih di desa mereka. Air bersih untuk lebih dari 500 keluarga. Ratusan orang berada disana dalam pakaian tradisional dan sangat gembira dengan upacara yang akan terjadi. Sudah tentu hal itu merupakan puncak peristiwa tahun 2001 di desa tersebut.

Banyak anak-anak yang menanti dengan antusias untuk mengetahui siapa yang akan memenangkan lomba menggambar dan melukis. Tema lomba tersebut berhubungan dengan sarana pengadaan air yang baru dipasang. Betapa bagusnya karya-karya seni mereka. KGRE berharap para pemenang menikmati t-shirt dan suvenir lain dari KGRE.

Inilah tiga PEMENANG dari Lomba Melukis di desa Alasangker, Bali, Indonesia. Hasil karya yang hebat!

Air bersih untuk masyarakat desa Alasangker dulunya diambil dari sungai disekitar desa mereka tetapi air sungai tersebut kurang sehat untuk dipakai oleh penduduk desa. Sistem pengadaan air yang baru ini mengalirkan air dari sumber mata air alam yang dekat dengan sungai tersebut. Kemudian dialirkan melalui pipa menuju ke rumah-rumah dan penduduk. Panitia desa akan mengembangkan sistem sumbangan dana untuk perawatan tangki dan pipa-pipa. Penduduk desa sangat antusias untuk memelihara pengadaan air bersih mereka yang baru ini dalam kondisi sebaik mungkin dan bersedia membayar untuk itu.

Masyarakat desa Alasangker melakukan pekerjaan pembangunan sarana air bersih tersebut dan Kedutaan Australia, melalui DAP, mendanai proyek tersebut. DAP singkatan dari Direct Aid Program (Program Bantuan Langsung) dan merupakan program bantuan hibah dalam jumlah kecil, yang fleksibel bagi kegiatan pembangunan. DAP ini dikelola oleh Head of Australian Missions dalam 45 pos, mendanai proyek di 68 negara. Tujuan DAP adalah untuk membantu kesulitan kemanusiaan. DAP menyediakan sebagian besar dana bagi pembangunan konstruksi tangki air besar dan pemasangan jaringan pipa yang luas bagi desa Alasangker. Penduduk desa juga memberikan sumbangan dana yang substansial bagi pelaksaan proyek tersebut.

Robby Lichternberg adalah satu dari orang-orang yang memungkinkan proyek ini terwujud dan Robby mengirimkan catatan berikut kepada KGRE.

'Saya lahir di Malang - Jawa Timur tapi sekarang tinggal di Bali. Kalau Anda tidak membantu orang lain, tidak akan ada orang yang membantu Anda. Kalau Anda menanam apel Anda akan mendapatkan apel. Itulah sebabnya saya pergi ke desa Alasangker dan membantu penduduk desa memecahkan masalah air bersih. Masalah air bersih merupakan masalah yang sudah dialami penduduk desa ini sejak lima puluh tahun yang lalu. Tetapi mulai sekarang dengan bantuan Kedutaan Australia di Jakarta kami bisa mendapatkan penduduk Alasangker bisa mendapatkan air bersih. Terimakasih kepada Pemerintah Australia dan kepada Kedutaan Australia di Jakarta dan saya berharap di masa depan kami punya kesempatan untuk membantu orang-orang Australia dimanapun mereka berada dan Anda akan selalu diharapkan berkunjung ke desa Alasangker. Komang Kanti Kumara adalah satu dari panitia yang bekerja keras dalam proyek Alasangker ini.

'Jadi pembangunan ini dilakukan oleh masyarakat dengan semangat dan tenaga. Namun dalam hal ini karena sebagian besar masyarakat di dusun Alas Angker ini berada dalam tarap ekonomi menengah kebawah, jadi merealisasi pembangunan ini dilakukan dengan meminjam dana dari LPD dan juga dari beberapa masyarakat er yang bersedia meminjamkan dananya untuk membantu pembangunan air bersih ini. Er itupun dana itu dikembalikan oleh masyarakat secara berangsur artinya secara dicicil setiap bulannya, namun cicilan itupun tidak merata, jadi ada yang seribu, dua ribu hingga sampai yah sepuluh ribuan gitu. Dan dal dalam melihat situasi yang demikian dari swadaya masyarakat yang dipinjam di LPD itu sebesar tujuh juta ditambah dengan er dari pinjaman dari beberapa masyarakat sebanyak dua juta, jadi untuk merealisasi pembangunan air bersih yang benar-benar bisa dinikmati oleh masyarakat itu masih kurang untuk merealisasi pembangunannya. Karena itu kami dari panitia berusaha memohon uluran tangan dari pada dermawan dan dalam hal ini dari Kedutaan Australia telah banyak membantu kami memberikan dana bantuan sebesar 28 juta lima ratus tujuh puluh sekian ya. Jadi er dana dari kedutaan inipun kalau mungkin dari kami di desa yang tidak tahu apa-apa yah mungkin pendidikannya kurang, kalau tanpa dibantu oleh Bapak Robby dari Baturiti er kami juga tidak bisa berbuat apa-apa dan dari masyarakat merasa bersyukur sekali ada orang-orang yang peduli terhadap er apa keluhan-keluhan atau kendala-kendala yang berada di masyarakat di dusun Alas Angker khususnya.

Jadi pembangunan air bersih ini, itu menelan biaya sebesar 28 juta ditambah dana untuk merealisasi er jalur pipa di masyarakat itu saya mendapat bantuan dana non-budjeter dari dana konsumsi itu yang di carikan juga oleh bapak Robby itu sebesar 7 juta dan swadaya masyarakat sebesar 9 juta rupiah. Dan er pembangunan ini dimulai realisasinya sejak dikucurkan dana dari Kedutaan Australia, itu satu setengah bulan yang lalu. Ya jadi bulan Nopember. Bulan Nopember kami menerima bantuan dari Kedutaan Australia dan pada saat itu pula kami masyarakat di dusun Alas Angker ini bahu membahu untuk menyelesaikan pembangunan sesuai dengan apa yang kita programkan juga apa yang diharapkan dari para dermawan. Bahwa kami masyarakat ingin membuktikan bahwa dana yang diberikan itu benar-benar kami pergunakan untuk membantu masyarakat, untuk kepentingan masyarakat sesuai dengan proposal yang yang kami kirimkan kepada para dermawan. Karena itu selama setiap tiga hari kami menurunkan masyarakat bergotong-royong dan dari masyarakat sendiripun er banyak sekali yang bekerja seharian penuh untuk menyelesaikan pembangunan kaptering ini. Dan saya merasa berbahagia sekali pada hari ini, hari minggu 30 Desember tahun 2001 ini pembangunan ini bisa selesai dan bisa diresmikan tadi langsung oleh wakil dari Kedutaan Australia yang kali ini diwakili oleh Radio Kang Guru dan juga disertai panitia, para donatur dan aparat terkait yang kebetulan hadir pada peresmian ini'.
