Sanitasi oleh Masyarakat or Community
Based Sanitation was launched in Bali on October 12th, 2002. The Government
of Indonesia ie BAPPENAS, Ministry of Home Affairs, the World Bank Water
and Sanitation Program, and AusAID, have been working together to support
this new project approach on sanitation. Indonesia faces grave sanitation
problems due to lack of municipal sewerage systems. Up to 80% of urban
dwellers do have access to private on-site sanitation. However too much
individual on-site human waste disposal can exceed the assimilative capacity
of a local area and so contaminates water supplies and the environment
generally. The common practice of discharging sludge directly into the
environment also contributes to the contamination. Economic losses which
result have been estimated at US$4.7 billion per year, equivalent to about
Rp100,000 per household per month. Yuyun Ilham, SANIMAS Bali Regional Coordinator
mentioned that, 'With Sanimas we'd like to introduce a new approach in
the sanitation implementation in the community in densely populated areas
which is planned, decided, constructed by the community itself. The consultant
or the NGOs, as the executing agencies, will take the role as the facilitator
and will assist the communities in the selected areas to conduct the planning,
the decision making, the construction, operation and maintenance of the
facilities. |
