Indonesia-Australia Partnership in Basic Education (IAPBE)
The Indonesia-Australia Partnership in Basic Education
(IAPBE) is a new AusAID
project based in Malang, East Java. The goal of the partnership
is to help improve the quality and management of basic education in Indonesia.
The purpose is to build the capacity of targeted local governments, schools
and community groups to plan, manage and deliver quality basic education
services. Although only a new project, the Australian and Indonesian staff
members are already working with schools, teachers, communities, the Dinas
Pendidikan and the Kan Dep Agama, in their three target districts: Jombang,
Gresik and Jember. The IAPBE team is concentrating its schools component
on the first nine years of schooling – SD/SMP/MI/Mts.
One of the most important objectives of IAPBE is to improve teaching skills
by working directly with teachers in schools. The districts will decide
their own subject priorities. However, the key subjects of Science, Mathematics,
English, Class Awal and Indonesian will be focused upon in the first year
of operation. A big issue for teachers at the moment is the Competency
Based Curriculum so IAPBE will assist in that area by providing training
in syllabus writing and lesson planning. IAPBE will also work with school
administrators, School Committees and communities to improve school management
skills. The national education act now divests a great deal of the responsibility
for educational decision-making and planning to the Kabupaten, the community
and the Dewan Pendidikan. Therefore IAPBE will be working in partnership
with these key stake-holders, to identify the local educational issues
and to support them in seeking sustainable solutions to these issues.
IAPBE is a three year, $AUD 7.9 million project, managed by IDP Education
Australia for AUSAID.

IPBE Pelatihan Pelatih

Over 70 selected teachers, pengawas and Kepala sekolah attended
the first phase of their training to become IAPBE pelatih. Once trained,
the pelatih will train teachers in sekolah SD/MI/SMP and MTs in each district.
A total of 60 schools all together. The trainers will provide teachers
with new skills in teaching practice,(PAKEM) lesson planning, syllabus
planning, classroom organization and classroom management. Once they have
trained teachers, the trainers will provide on-going support to the schools.
The trainers will also have responsibility to train members of the school
communities and school committees. They will also act as mentors to GUGUS
and KKG groups at the kecamatan level.
Fourteen trainers were selected from each district. The
candidates were chosen from a field of over 150 applicants following an
open and transparent selection process that involved an interview and
test of practical teaching skills.

| Ahmad Hariyadi is a full time consultant in the
field of school management. Besides being a supervisor for sekolah
unggulan at Ma’arif Education Institution in East Java,
he was once the school Principal of Al Hikmah Full Day School Surabaya
and Principal of SD/MI Hasanudin Surabaya. This math teacher obtained
his Master Degree in Psychology from Universitas 17 Agustus 1945,
Surabaya. |

Nunung Suryati is a lecturer at the English Department
of Universitas Negeri Malang. Her Master of Education Degree is in
the area of development, implementation and evaluation of curriculum
and was obtained from Curtin University, Australia. This part time
consultant at IAPBE is a team member of national curriculum development
team and is also an English teacher. She has published at least 18
of her writings. There is no doubt about her knowledge and experiences
in the method of teaching English. |
What is the Indonesia Australia Partnership in Basic Education?
IAPBE is a joint development activity
of the Government of Indonesia and the Government of Australia.
It will support the decentralisation of educational management and
particularly the implementation of the new Education Act (UU 20/2003).
IAPBE will work with district governments in East Java, one of the
priority provinces of the Australian Agency for International Development.
What will IAPBE do? |

IAPBE will work closely
with districts to assist them develop their capacity to plan, manage and
deliver basic education. It has three operational components:
* supporting the district governance of basic education by working with
legislative bodies, boards of education
and school committees;
* upgrading the capacity of district education offices in planning, finance,
human resource management and
facility management;
* upgrading teaching and learning processes, school-based management and
community participation in
primary and junior high schools.
Who will the IAPBE work with?
Subject to final negotiations, IAPBE will work with the district governments
of Jombang, Lumajang and Jember in East Java.
It will work with:
* district legislatures and boards of education;
* local government agencies, including the offices of the Bupati, the
district Development Planning Board and
the Education Service;
* district offices of the national Ministry of Religious Affairs;
* provincial and national offices of the Ministry of National Education
and the Ministry of Religious Affairs;
* up to 180 public and private primary and junior high schools, including
secular and religious schools;
* local communities and school committees;
* provincial universities;
* other projects working in basic education in East Java.
What activities will take place?
IAPBE will work closely with districts to identify and meet their development
needs.
Planned activities include:
* seminar and other development activities for school and district community
representatives;
* training workshop programs for school supervisors, principals and teachers;
* field support for school mapping, data collection and related planning;
* comparative study visits to other areas where basic education development
programs have been
implemented;
* on-the-job training and assistance provided by consultants at the school
and district levels.
How will the IAPBE be managed?
An IAPBE Coordinating Committee, consisting of representatives from the
District, Provincial and National governments and the Australian Agency
for International Development will provide overall guidance for the IAPBE
in East Java.
District steering teams, consisting of senior representatives from relevant
government offices and a representative of the IAPBE will manage IAPBE
activities in each district.
IAPBE is based in Malang, with IAPBE Coordinators placed in each district
capital to provide day-to-day liaison with local governments. A team of
Indonesian consultants will deliver training and field consulting support
to district offices and schools. They will be supported and developed
by an Australian team consisting of a team leader, a specialist in District
Education Management, and a Basic Education specialist.
