Training is very important. On the job training is also important for people who are already very good at their jobs. Perhaps they need special extra training in a particular area or maybe in a new field. This is exactly the sort of training that AusAID's IASTP III project does in Indonesia. This is the very sort of training that was put to the test immediately after the October bombings in Bali - Hospital Preparedness for Emergencies and Disasters (HOPE).

The Indonesia Australia Specialised Training Project Phase III arranged delivery, on behalf of AusAID, Hospital Preparedness for Emergencies and Disasters (HOPE) training for 51 medical and health professionals across the Province of Bali in July 2005.

AusAID In Indonesia

The HOPE Program has been developed to provide hospitals with training in responding/managing large scale disasters such as earthquakes, volcanic eruptions, bombs in developing countries where the level of hospital-based technology, equipment and systems may not be so well organized or developed. As a result of this training, a province-wide coordinated medical and emergency response plan was put in place in July 2005. It involved all major emergency service providers, hospitals and health centres. Sanglah Hospital in Bali was the centre of the response. Sanglah Hospital has received attention, building and equipment upgrades and training from the Australian Government since the 2002 Bali bombings. The training made for a much better and more coordinated and effective response immediately after the October 2005 bombings in Jimbaran and Kuta.

HOPE Training for Indonesia

As soon as information about the October 2006 Bali bombing was received at 19: 32 WITA, the Control Command Team in Sanglah Hospital directly activated the Bali Disaster Plan. Effective coordination from the Bali Disaster Command Control, under the direction of Dr Kuning in Sanglah Hospital, was quickly achieved and the plan of action was put into place. This plan included cooperation with Police and Media and Sanglah Hospital immediately started coordinating with 6 other hospitals to send ambulances to the two bomb sites.

The HOPE course made such a dramatic difference that IASTP III is now considering extending the training to other Eastern Province Hospitals in major hubs, such as Jayapura, Surabaya and Makassar.
